Ramallah (23/06/2009) - The Local Infrastructure and Capacity Building Project (LICP) recently provided a ‘Human Resources (HR) and Payroll System’ in order to support six local authorities in the Salfeet, Tulkarem and East Jerusalem region:

The HR System – implemented by Isra Software and Computer co. – consists of several modules that facilitate everyday HR management within the four municipalities
and two Local Government Units (LGUs). ‘Al Shamel’ software simplifies payroll tasks for the HR Department, in addition to other activities such as overtime, different pay-cuts, yearly vacations, paid sick leaves, pay raises, long and short term employee loans, etc. On top of that, the software also features non payroll related HR functionalities such as the management of employee warnings, personnel practical and professional experience and yearly performance reports.
After installation of the software, local staff was intensively trained by Isra company concerning the good and correct use of all featured functionalities. All six partners received around eight hours of practical training and after feed-back to LICP it was decided to organize some additional training. Isra Software and Computer co. engaged to follow-up and support the six involved local authorities during one year; this includes the availability of a (telephonic) help desk, periodic site visits, remote maintenance and assistance (over the Internet) and last but not least a quality guarantee which assures all possible bugs and problems found in the software will be fixed, as well as customization of the software to non-fundamental requests for change from the part of the six concerning local authorities.
LICP’s support will strengthen the administrative and institutional capacity of the identified authorities. This in its turn will enhance efficiency and effectiveness of service provision and have a trickle-down effect on its inhabitants. Selection of the concerning municipalities and LGUs was based on a good track record of cooperation between these municipalities/ LGUs and LICP. A strong and positive relationship of mutual trust grew between LICP and them, especially during the implementation of a previous project concerning the installation of a financial management system, which was successfully completed some two years ago.
Following letters of gratitude (below) were sent to LICP after successfully winding up this project and can only attest the positive impact the installation of an advanced HR system had on the operations of the involved municipalities and LGUs.
