LICP Capacity Building in a nutshell Where do we come from? A brief history of the Capacity Building Training Program (CBT) in the period 2005 – 2007.
Based on several needs assessments conducted during the Re-Launch Workshop held in Ramallah in February 2006, a comprehensive training programme for human resource development was organized. These courses on a variety of topics and of different duration (ranging from 2 to 8 days) have benefited a large number of municipal staff in different positions (elected members and staff in technical, financial and administrative areas), JSCPD staff and Ministry of Local Government staff.
The objective of the Capacity Building Training (CBT) program was to assist the staffs of eleven LGUs, six JSCPDs and the MoLG at the three targeted governorates in improving their performance in the following categories: (1) Planning (2) Governance (3) Finance, (4) Technical; mainly water technicians, electricians and surveyors and (5) Computer skills, in following the principles of good governance and poverty reduction.
Based on an intermediate evaluation and a review of the financial plan, another set of courses were implemented in 2007. The trainings dealt with current topics (advanced level or different focus) and additional topics as well as follow up/on the job training/coaching provided to participants of the trainings that have been conducted. The CBT program was implemented efficiently and it exceeded the expected outputs.
The CBT program conducted 35 training workshops across the five subject areas benefiting 528 trainees between November 2005 and December 2007. The overall cost of the implemented workshops was approximately 173,618.44 € which included training fees for trainers and/or training institutions and accommodation and transportation for trainees. Training manuals and guides have been developed both as soft and hard copies and can be used and reviewed by any local government employee.
