Enhancement of Civil Protection and Emergency Services in the Occupied Palestinian Territories: services of international consultant needed. Civil protection and emergency services are essential for the safety of inhabitants in any state. Geneva Convention for the protection of civilians emphasizes humanitarian tasks aimed at protecting civilians against aggressive acts and emergency situations including protection of properties and lives, facing natural and man-made disasters, catastrophes and accidents. Civil protection helps to reduce negative impacts through alarms, evacuation, preparing shelters, rescue, media and others.
In Palestine, and as a result of the Civil Protection Law No3/1998, the Higher Council for Civil Protection was formed and became responsible for setting general comprehensive policies for the work of the civil protection during the times of emergencies and natural disasters. The Ministry of Planning in Palestine with the Civil Protection Department; and in cooperation with the Belgian Technical Cooperation (BTC), is seeking for the services of an International consultant to carry out a study in the civil defense field. The international consultant will be assisted by a local consultant with thorough knowledge of the sector and local rules.
The objective of this study is to upgrade the capacity of the Civil Protection Department through a capacity building needs assessment and the preparation of a 5 years strategic national development plan for the West Bank and Gaza.
