I. The Palestinian-Belgian Education Project (PCDC)
Since its inception, over the past six years, BTC has been supporting the Palestinian Curriculum Development Canter (PCDC) to produce textbooks and other pertinent components. The contribution of the Belgian Government to support the project has significantly contributed to accomplish the development of curricula for the first time in Palestinian history; and to lay the foundation for infrastructure and capacity building, making available a cadre capable of sustaining the national effort in this area. The BTC support to PCDC mainly aimed at producing good quality textbooks; equipping teachers with the basic tools for using the new curricula through Teacher Training ; and revising textbooks Enrichment by the Assessment and Evaluation Canter (AEC). The curriculum development project managed to produce 402 new textbooks through the contribution of over 5,000 educators; benefiting 1,150,000 students who are going to use the new Palestinian textbooks in the next scholastic year.
II. Scholarship programme in Palestine
Belgium Scholarships: The Belgium Technical Cooperation has been carrying out a Belgian scholarship programme in the Palestinian Territories since 2001. The program granted unprivileged students a chance to purse their education and obtain Master and PhD degree at Belgium universities.
A number of eligible candidates are selected each year. The selected candidates receive a full scholarship that covers all their education and living expenses throughout the period of the study. In order for an applicant to be considered eligible the applicant must meet the selection critera identified by the Belgium development Cooperation and select an area of study related to the sectors of the Belgium development Cooperation; basic healthcare, education and training, agriculture and food security, basic infrastructure and consolidation of society. This intervention promoted the capacities through practical training and courses that have been reflected positively on improving the socio-economic conditions of their communities.
Local Scholarships: The Belgian Technical Cooperation has also been implementing a Local Scholarship Programme since 2001. The programme aims at selecting unprivileged but hard working candidates from Universities around The Palestinian Territories and awarding them with a semester scholarship that covers their tuition fees. The programme is intended to contribute to the capacity building efforts among the Palestinian people. Over 200 students received scholarships through the local scholarship programme 2006.
III. Support to Technical and Vocational Education and Training in Palestine:
The Government of the Kingdom of Belgium has approved a grant supporting the improvement of Technical and Vocational Education and Training in Palestine (West Bank and Gaza Strip). A « Specific Agreement » concerning the project was signed on 27 October 2005. It establishes that this project will specifically support the Palestinian Authority in reorienting TVET curricula and programmes towards labour market demand, in close collaboration with companies, Chambers of Commerce and Industry and other users of qualified human resources. The implementation period stretches over 4 years. The project identification mission for this new cooperation project took place between 29 January and 17 February 2005, with the Financial Support of the Palestinian-Belgian Study and Consultancy Fund. In the identification phase, several possible options for intervention have been presented and discussed, and both parties decided to launch a feasibility study for one option, which proposed to involve strongly the demand side and to work in close cooperation with local Chambers of Commerce and Industry. This intervention is to serve economic diversification over the medium and long term and to improve the income opportunities for learners, but also for employers and other users of better-trained people.
